Congressional members and their staff are part of the key influencers on decision makers for resourcing and support of the military. The FoFR should work with the congressional elements that are associated with Defense Department oversight, the Army, and have districts which have a constitute interest in Fort Rucker. Elected congressional members who have a significant tie to the interests of have an impact on Fort Rucker are considered to be part of the strategic audience for priority engagements. This Annex provides useful information on the key congressional leaders and staffs that have direct and indirect interest in Fort Rucker. The direct interest population includes the members listed in section D.1 below and on the Senate Committee on Armed Services and the House Armed Services Committee. The indirect population includes congressional members who are with the Senate and House Army Caucuses, as well as congressional members who have served with the U.S. Army. Note: In this annex bold font indicates primary congressional members to engage first, non-bold members are secondary contact. 1. Alabama’s 2nd Congressional District is home to the Fort Rucker installation, which is situated in the south center portion of the district. Other congressional districts in proximity to the installation include the 1st, 3rd and 7th districts. Current congressional representatives are:
2. There are several congressional members whose states and districts have economic and regional ties to Fort Rucker. Many retirees and veterans use Fort Rucker based resources or obtain medical or retirement services and benefits at Fort Rucker. Florida’s 1st and 2nd Congressional Districts in the panhandle region have veterans who are closer to Fort Rucker than other military installations and obtain support and services (Commissary, Exchange, health services, etc.). 3. Georgia’s 2nd Congressional District in the southwest corner of the state is close to Fort Rucker. It is important to note that the MCoE and Fort Benning Infantry and Armor Schools, are located in the northern top portion of the district. However, many retirees and veterans in this district also use Fort Rucker for services, support and benefits. Fort Rucker is physically closer for people living in the southwestern corner of Georgia. 2.1. The House Armed Service Committee (HASC) retains jurisdiction of all subjects listed in clause 1(c) of rule X of the Rules of the House of Representatives and retains exclusive jurisdiction for: defense policy generally, ongoing military operations, the organization and reform of the DoD and Department of Energy, counter-drug programs, acquisition and industrial base policy, technology transfer and export controls, joint interoperability, the Cooperative Threat Reduction program, Department of Energy nonproliferation programs, and detainee affairs and policy. While subcommittees are provided jurisdictional responsibilities in subparagraph (2), the committee retains the right to exercise oversight and legislative jurisdiction over all subjects within its purview under rule X of the Rules of the House of Representatives. 2.2. 3. Senate Committee on Armed Services.
3.1. The 26-member Senate Committee on Armed Services (SCAS) oversees the nation's common defense. The committee makes sure the military can defend the nation against all potential threats. The committee is dedicated to ensuring that the women and men of the military and Defense Department civilians get the support they need. Military families also serve their country in supporting their military members and the SCAS keeps them in the forefront of our minds.
